U.S. Fears Iraqis Will Not Keep Up Rebuilt Project

 By TIMOTHY WILLIAMS

Published: November 20, 2009

BAGHDAD — In its largest reconstruction effort since the Marshall Plan, the United States government has spent $53 billion for relief and reconstruction in Iraq since the 2003 invasion, building tens of thousands of hospitals, water treatment plants, electricity substations, schools and bridges.

But there are growing concerns among American officials that Iraq will not be able to adequately maintain the facilities once the Americans have left, potentially wasting hundreds of millions of dollars and jeopardizing Iraq’s ability to provide basic services to its people.

The projects run the gamut — from a cutting-edge, $270 million water treatment plant in Nasiriya that works at a fraction of its intended capacity because it is too sophisticated for Iraqi workers to operate, to a farmers’ market that farmers cannot decide how to share, to a large American hospital closed immediately after it was handed over to Iraq because the government was unable to supply it with equipment, a medical staff or electricity.

The concern about the sustainability of the projects comes as Iraq is preparing for pivotal national elections in January and as rebuilding has emerged as a political imperative in Iraq, eclipsing security in some parts of the country as the main anxiety of an electorate frustrated with the lack of social, economic and political progress. American forces are scheduled to begin withdrawing in large numbers next year.

Think of that $53 BILLION that the previous administration invested in nation-building in Iraq.  I think of it every time I drive over a rusting bridge or hear ofa school that can't afford new text books or has to drop art and music from it curriculum for lack of funds.  I think of it when I hear that two friends died young just recently because neither had health insurance and one didn't see a doctor when he experienced very troubling symptoms, and the other, at 47 and out of work, did not get a liver transplant because he didn't have insurance.

New Consensus Sees Stimulus Package as Worthy Step

WASHINGTON — Now that unemployment has topped 10 percent, some liberal-leaning economists see confirmation of their warnings that the $787 billion stimulus package President Obama signed into law last February was way too small. The economy needs a second big infusion, they say.

No, some conservative-leaning economists counter, we were right: The package has been wasteful, ineffectual and even harmful to the extent that it adds to the nation’s debt and crowds out private-sector borrowing.

These long-running arguments have flared now that the White House and Congressional leaders are talking about a new “jobs bill.” But with roughly a quarter of the stimulus money out the door after nine months, the accumulation of hard data and real-life experience has allowed more dispassionate analysts to reach a consensus that the stimulus package, messy as it is, is working.

Let's see how the malcontents spin that.

And finally, this nugget:

Palin Booed by Book Crowd

Unhappy fans of Sarah Palin went rogue on the Alaska Republican during her book tour stop in Noblesville, Indiana on Thursday.

The local Borders outlet had handed out 1,000 wristbands to book purchasers; the wristbands were supposed to procure fans Palin's signature on their hardback copies of "Going Rogue." But several dozen people who had been promised signatures were turned away empty-handed after waiting hours in poor weather, a local news outlet, the Indy Channel, reported.

"We gave up our entire workday, stayed in the cold, my kids were crying," one man was quoted saying. "They went home with my wife. She was out here in the freezing cold all day. I feel like I don't want to support Sarah."

Be careful, Ms. Palin, the irrational exuberance that your fans have for you can turn into irrational detestation on a whim.  This story shows that your popularity with them isn't quite as unconditional and forbearing as you may like to think.

How come you always post about Sarah Palin, Glenn Beck and Rush, but you never seem to say one word about Nancy what's her face or Dirty Harry? Dingy Harry Reid says the health of all Americans will be improved now that his bill has passed the Senate subcommittee. I think I need to pass something else. It must be something I've been fed! I think I'll go see my doctor-- pictured here. He is a very smart man--a member of the AMA, Cambridge educated and AARP invested. He says that I should support Obamacare. He says it's for my own good. I'm sure he knows best!

The story on Iraq not keeping up the projects is pure fiction. That $53 billion was never spent on rebuilding the country. It all just went into the pockets of the mercenary corporations.

How do I know this? When Iraq Veterans Against the War testified in the Winter Soldier events and elsewhere, vets stationed throughout the country reported no activity on rebuilding it.

The whole thing is a cover story for the grotesque waste of money.

Sarah Palin had no malicious intent, and neither did that particular Borders franchise.

They ran out of time, plain and simple. It's unfortunate that people were left with unsigned books, but these things happen from time to time.

Palin apologized on her Facebook page and vowed to make it right somehow.

If somebody who didn't get their book signed decides that this is reason to no longer support her, so be it.

Clearly they were never big supporters to begin with.

This doesn't sound like BOOING to me!
It was just like the presidential election victory of Barack Obama in November last year had never happened.

But, of course, it did happen and Palin was not in Grand Rapids to get anyone's vote. She was there to get their hard-earned cash in return for her memoir Going Rogue.
In launching one of the most remarkable book tours in American political and publishing history, Palin is becoming a dizzying mix of celebrity and politician. Her folksy blend of right-wing rhetoric, uber-patriotism and winning smile is as heady a brew as ever for those millions – and they do number in the millions – of Americans for whom she is a her.

They queued for 24 hours just to be first in line, bringing tents and camp chairs to a gigantic mall on Grand Rapids' outskirts.

They braved rain and cold for Palin's signature on a book and an estimated 5 seconds each of face-time with their idol.

"She's about truth, integrity and working for the people. People just have to let her be who she is. That's what she is about," said Robin Case, 44, who is now caring for her parents-in-law full-time after losing her job in the car industry.

Case had driven for hours and camped through the night just to be one of the 1,000 lucky people who – like winning a golden ticket to Palin's chocolate factory – got a precious orange wristband that allowed them access to the book signing.

They trooped through the shop in orderly lines, shepherded upstairs by politely smiling Midwestern minders, and disappeared behind a blue curtain where the object of their desire awaited.

Notorious, I admire your adoration of SP but I don't share your admiration. SP also comes across as petty and vindictive, often playing the victim card to deflect criticism (notwithstanding her being unqualified for higher office), but I am a mild mannered and tolerant cephalopod not looking for an argument.

dmarks said...

The Notorious comment was not attributed to The Guardian, like it should have been. In the original text, it reads "she is a hero", not "she is a her".

I do sort of agree with the Octo claim "her being unqualified for higher office" as being true now, since she quit her highest elected office. I think she has some resume-building to do.

Much ado ’bout nothing here Shaw, nothing for me to (as you call it) spin. The people were not booing Sarah Palin. the people were booing the liberal bookstore Borders, for shutting the doors.
This was blown way out of proportion………………liberals will do anything to further their twisted cause. They can’t even recognize something good when it is staring them in the face…………….one loud mouth (probably too much to drink) and a couple of OBAMA kool aide drinkers and they think they have a story……………..I pity them except for the fact that they vote. And just look at the mess their vote got us into!
Be afraid of Sarah, be very afraid you little minded, community organizers. I’d bet that all the above negative comments came from the same person using different names!.

PAY someone to come and sign books and then send a bunch of book buyers home early without a signature so that all those angry folks will come back and RETURN the books they bought...and probably NEVER buy any more books from you!

Makes brillant sense to me!

So, EVERYTHING is a massive conspiracy on the part of LIBERALS...

It must be great being able to blame everything on LIBERALS!

Our educational system is bad, kids aren't learning...blame the liberal teachers!

Our college graduates cannot get jobs...blame the liberal professors!

David-

Sorry. I'm just sick about this.

Perhaps I can email you my remarks before posting them so you can straighten out anything not quite right.

And answer me a question. Why do so many conservatives such as yourself find homophobic insults so rewarding?

Doesn't typing the phrase 'limp wristed Pansy' strike you as just a touch juvenile? Most men pass that level around age 13.

I'm just askin.

Holy Quitter! I go away for the weekend and the Sarabots infest my comments.

It's amazing to me how they faithfully patrol my blog, like little whiney school hall monitors, ready to defend and spin anything negative that is reported about Palin.

The new visitor "Scott" came to my blog, titled "PROGRESSIVE Eruptions" and whined about what I post on my own blog. Scott, you have your own blog. Use it as therapy to rid yourself of your demons. I'm not running this blog to validate your hatreds. Get it?

Really.

Soapbox, why do you and people like you bother coming here? To show off your juvenile thought processes?

HINT: They're not interesting or funny.

"Notoriously Conservative," you need to change your name to "Notoriously Plagiarizing." What's the matter? Can't you put a noun and a verb together on your own? You had to copy and paste someone else's work into my comments?

We call people like you cheaters.

Malcontent you really can't help yourself, can you. I've asked you not to attack my commenters with name-calling. Yet you disregard this simple request to be decent. Apparently you can't bring yourself to disagree without behaving like a boorish crank.

You need to read "Pasadena Closet Conservative's" comment to see how people can come here and disagree without engaging in ad hominem attacks.

Professor of Life, I've banned you since the time you joined in the bash fest on me at bluepitbull's blog a few months ago.

I'm not interested in anything you have to say. Begone!

And take your "dissonance" with you.

David,

Your blog proclaims that you speak your mind out. Apparently, you've spoken it "out" so much that it's leaked out of your ears and dribbled all over the floor here in my comments.

And it's not attractive.

You are not welcome here.

When you grow up and learn to talk like a man, not a potty-mouthed child, maybe someone will pay attention to you.

They apparently lack the ability to be able to express themselves without resorting to childish attacks.

Sadly, these seem to be the people who are the first to come to Palin's defense. These are her admirers.

What Sarah Palin did or didn't do to people standing in the "rain"is minuscule compared to what Eric Holder and Barack Obama does daily.. If you are real and I doubt it, then talk abour real issues, NOT standing in the "rain" Geeeze.

Shaw Kenawe said...

What you can't grasp, Malcontent, is that Arthurstone uses wit and humor to get his points across, while the best you can do is call people names.

The former takes intelligence, the latter doesn't. Calling people names is a lazy and juvenile way of dealing with subjects that you disagree with.

Children don't have the wisdom or the maturity to do what Arthurstone does.

He's been commenting here for a long time, and I know for a fact that he does NOT attack anyone, unless he's been called idiot names, as the commenter Dave called him.

And you weaken anything you have to say when you merely argue that Mr. Obama and Mr. Holder are waaaay worse than Sarah Palin.

That means nothing, and is no more than a schoolyard whine: "It's not faaaaaair! He did it tooooooo!"

There's an interesting correlation between the simple-minded taunts expressed by drive-by commenters like Dave, Soapbox, NC, and you and the undeserved admiration you all hold for ex-Governor Palin.

That's not disagreeing with my "opinion," since I never stated anywhere my opinion on whether or not Sarah Palin would run for the presidency.

The second statement is AGAIN not disagreeing with my opinion, since I offered none on what Mr. Obama's emotional state will be when he leaves the WH.

I didn't "disagree with your opinions," SINCE I DIDN'T DISCUSS ANY OF THE SUBJECTS YOU BROUGHT UP.

Great Reply Shaw.

Let me answer you this way:
I really neither “Like You” or "Dislike Like You" But I like to argue with you.
Some people (like yourself) feel they are right all of the time, or it could be they like confrontation (being awkward). There are many reasons I suppose, but it could just be they have a different opinion.
I do have many differences of opinions and I’, not afraid to express it. And then there are some people just love to hear themselves talk, I put people like TAO and Arthur and (sometimes) even Truth in that category. I realized that arguing isn't going to change anyone opinions. That will never happen, especially in a political discussion. But I however think it’s fun... Hence my coming here. In your situation, if the person wants to start an argument with you over something that either major or petty, you get so uptight and upset that you go off the wall, and rant and rave to the extent of deleting and banning and name-calling. I have to say that life’s way to short to get that nuts over a lousy comment on a blog. Think about it. I admit that some people feel energetic and they get this intense passion when they argue, but where is it really going to get you (or me) .. Answer: No where! If your blogs subject attracts a few people who bug you, the answer could be and should be to discuss it not to fly off the handle and delete or name call them as so many people here do. And more importantly insult them . It is possible they think you exaggerate, so they are questioning you. If you often think people are challenging what you say and they are missing the point, then you should better ensure you clearly state the point or better yet question them.
My blog is not at all like yours is, mine leans more to addressing current events with humor and tongue in cheek posts, aimed to get outrageous responses.
Just my 3 cents worth... Take it with a grain of salt and not personally.

THIS IS A RANT:

teresamerica has left a new comment on your post "JELLYFISH DISASTERS, SARAH PALIN, AND BARACK OBAMA...":

SO SARAH PALIN IS RELATED TO JELLYFISH?

Eric Holder, President Obama, and all the officials in the Obama administration decision to try Khalid Sheikh Mohammed and four other terrorists in a New York courtroom is unconscionable!!!!! This is pure political malice. But, do any of these bastards have a conscience? It seems NOT. Obama, Eric Holder, and the members of the Obama administration only want to create a show trial against the Bush administration. It is clearer to me than ever that ALL of these people HATE AMERICA!!

AND THIS IS A RAVE (as in stark raving mad):

David has left a new comment on your post "ITEMS OF INTEREST IN THE NEWS":

Neither one of those comments had anything to do with my post. And I'm under no obligation to give ill-mannered louts a platform to perform their tantrums. Those people have their own blogs where they can unload their anger.

There is nothing in those two examples that contributes to any argument.

I also have, in plain view, my comment policy:

I welcome civil discourse from people of all persuasions but express no obligation to allow my blog to be trolled. Any comment that fails to rise above ranting, taunting, profanity, and name-calling will be deleted without further comment at my discretion.

You may find it entertaining to swap insults and epithets with people on your blog, I find it a waste of time on mine.

I don't mind snark, sarcasm, wit, puns, understatement, overstatement, righteous anger, but ad hominem attacks are not tolerated.

You may or may not be aware [I think you are, because I believe your were part of that community over at bluepitbull's blog--but I could be mistaken] that I was the target of vicious slander and sexual taunting over at that blog.

It was a terrible time in my life when it happened, and people just piled on for the fun of it.

I have archived all who partook in that savagery, and I won't allow them here.

But I do challenge you to find a rant or a rave that I've posted at anyone's blog or here on mine.

When you make a charge like that, it's a good idea to back it up with evidence, as I did in pointing out the ranting and raving in my comments.

The Malcontent said...

I chose to pass on your challenge.

The trouble with posting typewritten messages is that one cannot hear one's tone of voice.

The "tone" of my comments is of mellifluous modulation and extreme politesse. One cannot be accused of ranting under those circumstances.

The Malcontent said...

That could well be true.
My memory does not serve me that well, I don't remember the Blue Pitt bull thing. I can't recall being involved in that. Nor do I even remember what it was all about.

But as Beth (who's posts seem to get mysteriously deleted) said ob her blog about this fellow Patrick.. And I quote..

"I tried being friendly online once with a liberal as I told you Patrick, and it doesn't work. They are mocking you behind your back because of your concessions to them. I know because that happened to me.
Don't be apologetic"

But Shaw, I will humble myself and I am offering a Fig Leaf to you right here and now.
Let's see your response.

dmarks said...

I think you meant olive branch.

Biblically, offering a fig leaf means making a nearly-naked person entirely naked.

But I did find this in Wikipedia:

"an offer might be characterized as a "fig leaf" if that offer is actually a ploy to conceal a sinister plan".

That might be even worse.

Shaw Kenawe said...

Okay. Now don't get enraged, but I believe you're offering me an "olive branch," not a "fig leaf."

Look. I do this all the time. I reach for a metaphor and grab the wrong one. Sometimes it can be funny.

But I understand.

We can try. But, please, don't attack my commenters. And I'll make sure they treat you with respect.

Back up your allegations with evidence. Don't use my blog just to score anti-Obama points. When you criticize the president, use your critical thinking skills and argue from facts.

That's all I ask.

That, and keeping your fig leaf where it belongs. LOL!
