He'll claim he does, but he's lying.
What?
From Heather Cox Richardson 11/18/24:
[Trump] "will claim a mandate, although as final vote tallies are coming in, it turns out that Trump did not win 50% of the vote, and CNN statistician Harry Enten notes that his margin comes in at 44th out of the 51 elections that have been held since 1824. He also had very short coattails—four Democrats won in states Trump carried—and the Republicans have the smallest House majority since there have been 50 states, despite the help their numbers have had from the extreme gerrymandering in states like North Carolina.
More Americans voted for someone other than Trump than voted for him."

And yet:
Trumpublican's won the presidency.
Trumpublican's hold the Senate.
Trumpublican's will hold the House again.
We are exactly where the EC has taken us.
And the authoritarian anti democratic conservative Christian Nationalist minority now have the Minority Government they have salivated over for years.
It is what it is and we are stuck with A Pig In A Poke.
Claiming t have a mandate can be a dangerous thing because they think they have the authority to do what they want. Look at the current administration who claimed they had a mandate. Joey b went from a centralist to a leftist in a matter of days. He claimed he would shut down the oil industry then too credit for producing record oil production. He said he wasn't for the AOC new deal then jumped all in. He was so effective he couldn't even accomplish shutting down oil. Then he loses an election against someone who people dislike and don't trust. Great record and before you say he wasn't running look at cruella's statement that she will do the same things joey did.
If you Actually knew what you were taking about skud, and not simply regurgitating right wing bullshit that serves the fallacious trumpublican narative you could be part of the solution rather than part of the problem.
Even when tRUMP wins he loses.
