I'm sure that Trump sees Harvey as a business opportunity. May be able to pick up some good property at a cheap price. Certainly would not want the government to get in the way of business.
And his press secretary will not answer if that is a change in position or policy. As a child of a pastor, how can she continue to defend a president who lies as often as he does?
We can argue all day and disagree as to whether President Bush lied us into the war in Iraq. But there can be no argument with Trump. He lies, exaggerates, stretches the truth and piles on the BS repeatedly... about almost everything.
This guy makes those around him worse for the experience. A strong leader makes those around him of her better.

I think the wall needs to be in front of Corpus Christi. Maybe Galveston, too. I hear Harvey may double dip. You get the government assistance you vote for.
