Other than two items the rest are social programs not infrastructure. Why not pass two bills and call them what they are, Infrastructure and Social.
To pay for it lets have everyone pay their Fair Share of taxes which means everyone pays instead of just punishing the poor and billing your grandchildren.

I got to a certain age and said I'm not helping anyone move again. I'm too old. Sadly that thought didn't last too long.

It wasn't that bad. It took 3 days of packing boxes, but then it was done. Movers coming tomorrow, and then the unpacking.
It's nice to begin in a new place.

In our family, we dislike moving so much that when someone crosses us and we wish him or her ill will we say, "I hope you move!"
